In the analysis stage you need to consider the evidence for effective central line management, looking at safety and risk issues ( infection control, thrombus and air embolism prevention and wound management). You can review best practice with regard to lumen use and avoidance of extra lines /3 way taps etc. Look at Loveday et al. 2014 and 1000 lives campaign. NICE guidance may have something on central line care. If you saw poor practice or good practice you need to compare this to the guidance and evidence for best practice.
